Emily A. Gallagher is visiting scholar with the Center for Household Financial Stability at the Federal Reserve Bank of St. Louis. Her research focuses on evaluating the influence of expanded health insurance access on the savings and repayment decisions of low-to-middle income households. She also studies the debt responses of households to changes in state Earned Income Tax Credit (EITC) policies. She is also a postdoctoral scholar at Washington University in St. Louis. Her research is done in conjunction with the Center for Social Development and with the Olin Business School. Gallagher was previously a research associate with the New America Foundation and an analyst at Deutsche Bank. She received her doctorate and Master of Science degrees in economics from the Paris School of Economics (Sorbonne) and her Bachelor of Business Administration degree from the University of Michigan.
