St. Louis Fed Promotes Eight

ST. LOUIS — The Federal Reserve Bank of St. Louis announced the following promotions:

Howard J. Wall was promoted to vice president in the Research Division. He joined the St. Louis Fed in 1998 and serves as the director of the division's Center for Regional Economics-8th District and co-editor of The Regional Economist, the St. Louis Fed's quarterly publication of business and economic issues. He earned a bachelor's degree in economics from State University of New York at Binghamton, and master's and doctoral degrees in economics from The State University of New York at Buffalo.

Winchell S. Carroll Jr. was promoted to assistant vice president in the Banking Supervision Division. He is responsible for the division's quality assurance, strategic planning, budget and enterprise risk-management activities. He joined the St. Louis Fed in 1995. He has a bachelor of science degree in finance from Indiana University and a master's degree in accounting from the University of Missouri-St. Louis.

Allen North was promoted to assistant vice president in the Banking Supervision Division. He is responsible for safety and soundness supervision activities in Arkansas, Illinois and Kentucky. A graduate of Murray State University in Murray, Ky., North joined the Reserve Bank in 1993.

Scott B. Smith was promoted to assistant vice president in the Banking Supervision Division. He is responsible for safety and soundness supervision in Missouri, Tennessee, Mississippi and Indiana. He joined the St. Louis Fed in 1993. Smith has a bachelor of journalism degree and an MBA from the University of Missouri-Columbia.

Kristina L. C. Stierholz was promoted to assistant vice president in the Banking Supervision Division. She is responsible for staff development, recruiting and administrative support. Before joining the St. Louis Fed in 2007, she worked for the Federal Reserve Bank of Minneapolis. She has a bachelor of arts degree in political science and western European studies from Washington University in St. Louis and a juris doctor degree from the University of Minnesota School of Law.

Yi Wen was promoted to assistant vice president in the Research Division. He joined the St. Louis Fed in 2005, both as an officer and as a member of the division's macroeconomics group. He earned a bachelor of science degree from West China University of Medical Sciences, a master of philosophy of science degree from Notre Dame University and a doctorate in economics from the University of Iowa.

William R. Emmons was promoted to officer in the Banking Supervision Division. He is an economist and manager of the division's Supervisory Policy Analysis Unit, and an adjunct professor of finance at the John M. Olin School of Business at Washington University in St. Louis. He joined the St. Louis Fed in 1995. Emmons received both undergraduate and master's degrees from the University of Illinois at Urbana-Champaign, and a doctoral degree in finance from the J.L. Kellogg Graduate School of Management at Northwestern University.

Cathryn L. Hohl was promoted to officer and assistant counsel in the Legal Department. She joined the Reserve Bank in 1994. Hohl has a bachelor of arts degree from Valparaiso University and a juris doctor degree from Washington University in St. Louis.

With branches in Little Rock, Louisville and Memphis, the Federal Reserve Bank of St. Louis serves the Eighth Federal Reserve District, which includes all of Arkansas, eastern Missouri, southern Indiana, southern Illinois, western Kentucky, western Tennessee and northern Mississippi. The St. Louis Fed is one of 12 regional Reserve banks that, along with the Board of Governors in Washington, D.C., comprise the Federal Reserve System. As the nation's central bank, the Federal Reserve System formulates U.S. monetary policy, regulates state-chartered member banks and bank holding companies, and provides payment services to financial institutions and the U.S. government.
