Dawn R. Howell

Dawn Howell is senior vice president and deputy project manager for the Treasury Relations and Support Office (TRSO) at the Federal Reserve Bank of St. Louis. In this role, she oversees the TRSO’s support for the U.S. Department of the Treasury through the delivery of payments, collections of revenue, accounting, cash management, and debt servicing operations.

Howell started her Federal Reserve System career in 2000 as an analyst in the Kansas City Fed’s Savings Bonds department. While at Kansas City, she held a variety of leadership positions in Treasury Savings Bonds, the Customer Relations and Support Office-Customer Support, and Cash Services. Prior to joining the TRSO in 2021, Howell was a vice president in the Financial Services Policy Committee Support Office and assumed responsibility for providing direction on governance issues, coordinating enterprise initiatives across all Federal Reserve Financial Services (FRFS) product offices and providing executive support to the Enterprise Payments Committee (EPC). Howell has participated in several major Fed System initiatives, including supporting the EPC in the creation of the new FRFS organizational structure and co-sponsoring an effort to reshape the FRFS’ customer support function.

Howell earned a bachelor’s degree in marketing and management and a Master of Business Administration from Northwest Missouri State University. She enjoys reading, being at the lake, and spending time with her husband, two children, and extended family and friends.
