During an interview on Bloomberg Radio's "The Hays Advantage," St. Louis Fed President James Bullard said declines in the unemployment rate can be interpreted as true improvement in the economy. This is because, in his view, the decline in the labor force participation rate seems to be more of a demographic issue than is commonly appreciated. (11:09)
