Federal Reserve System and the Conference of State Bank Supervisors

Community Banking in the 21st Century

Sept. 23-24, 2014, Federal Reserve Bank of St. Louis

Rebeca Romero Rainey, chair and CEO of Taos, N.M.-based Centinel Bank, gives the evening keynote address at the second annual Community Banking in the 21st Century research and policy conference, hosted by the Federal Reserve System and the Conference of State Bank Supervisors. She recounts the story of how her grandfather came to start Centinel in 1969 and why she believes it is important for the community banking model to remain sustainable for generations to come. She discussed the importance of relationship banking and how it needs and benefits from banker judgment. She calls for more flexibility in regulation, explaining how the ability of community bankers to exercise this judgment has been hindered by changes in regulation in recent years.
