CFTC - Proposal to adopt capital requirements of swap dealers and major swap participants.

Summary:
RIN 3038-AD54. The CFTC is proposing rules to adopt capital requirements for certain swap dealers (SDs) and major swap participants (MSPs). The CFTC proposed rules also (i) provide for related financial condition reporting and recordkeeping by SDs and MSPs; (ii) amend existing capital and financial reporting regulations for futures commission merchants (FCMs) that also register as SDs or MSPs; and (iii) include requirements for supplemental FCM financial reporting. Commenters may want to refer to a previous CFTC rule posted by in the Federal Register on April 28, 2011 (76 FR 23732).
