The following is a Federal Reserve System proposal currently out for comment:

n On May 30, the Board of Governors approved several Federal Register notices related to its Payments System Risk (PSR) policy. The Board is requesting comment on a proposed interim policy statement and a package of short- and long-term proposals pertaining to the PSR policy. In addition, the Board is rescinding the interaffiliate transfer policy. The interim policy statement is effective immediately and comments are due by Aug. 6. The policy allows depository institutions with self-assessed net debit caps to voluntarily pledge collateral to the Federal Reserve Banks--to gain access to daylight credit in excess of their net debit caps.
